Sorry for such late comment!

The man in the portrait was a XIX century oil baron, Haji Zeynalabdin Taghiyev, who funded Baku's first water pipeline and opened its first non-oil manufacturing industry (a textile factory that is still there).

The reason why the portrait was there is perhaps you were near Nasosnaya settlement, which now bares his name - Tagiyev founded this settlement to house machines that pumped (and still pumps) water to Baku. Perhaps you still recall the word "Shollar"?
